The Centre for Community Law (CFComLaw) is a non-profit organisation dedicated to advancing knowledge of ECOWAS law and oceanic law across West Africa. Through research, public education, policy engagement, and its peer-reviewed academic journal, CFComLaw works to ensure that ECOWAS frameworks become a living reality for the citizens, institutions, and coastal communities they are designed to serve. CFComLaw holds observer status with the International Seabed Authority under the United Nations Convention on the Law of the Sea.
CFComLaw is led by a team of distinguished legal scholars, practitioners, and administrators whose expertise spans public international law, integration law, the law of the sea, human rights, and policy development.
Our Leadership
Professor Amos O. Enabulele holds a PhD and is a Professor of Public International Law at the Faculty of Law, University of Benin, Nigeria. He is the founding Executive Director of CFComLaw and serves as Editor-in-Chief of the Journal of Community and International Law (JCIL). Professor Enabulele has an ardent interest in the law of the sea and integration law, especially as it concerns ECOWAS. He is a resource person to the ECOWAS Community Court of Justice and serves as a legal aid counsel at the African Court on Human and Peoples’ Rights. He was the lead author of CFComLaw’s application for Observer Status at the International Seabed Authority, granted in October 2024.
Professor Anthony Osaro Ewere is a barrister and solicitor of the Supreme Court of Nigeria, and a Professor of Law within the Department of Private and Property Law, Faculty of Law, University of Benin. He holds a PhD in Law and brings deep expertise in private law, property rights, and human rights — particularly as they relate to the rights of women in the ECOWAS region. As Director of Research & Development, Professor Ewere oversees CFComLaw’s research agenda and the academic quality of the Journal of Community and International Law.
Michael C. Agbo is a vibrant and dynamic legal practitioner with a strong zeal for research and the practical aspects of international legal practice. He is currently a PhD candidate at the Faculty of Law, University of Benin. As Director of Policy & Planning, Michael coordinates CFComLaw’s policy engagement activities, including the organisation of roundtables, seminars, and advocacy engagements with governments and institutions across the ECOWAS region.
Esther Allwell is a lawyer at a leading commercial law firm in Lagos, Nigeria, where she advises on project development, corporate investments, and corporate restructuring. She has a special interest in international development law — particularly the interplay between legal frameworks, global politics, and sustainable development. As Programme Administrator, Esther manages CFComLaw’s operational activities, programme delivery, communications, and institutional partnerships.
Barrister Ubose Olorunfemi is a legal practitioner with over twelve (12) years post-call experience, with a strong focus on International Law and International Human Rights Law. He has built a solid practice at the intersection of domestic legal systems and international human rights standards, with particular attention to access to justice and the protection of vulnerable persons.
He has been actively involved in human rights advocacy, legal advisory work, and public interest litigation. His work reflects a deep commitment to the rule of law, accountability, and the promotion of fundamental rights across West Africa.
Barrister Olorunfemi has also contributed to legal education, research, and capacity-building, mentoring young lawyers and supporting community-based legal awareness initiatives. His professional interests extend to cross-border human rights issues, civic engagement, and the role of law in advancing social justice and mental well-being.
He is passionate about legal aid, pro bono services, and strategic litigation as tools for strengthening democratic governance and ensuring that international human rights norms translate into real protections for individuals and communities within the ECOWAS region.
Chioma Okeke was called to the Nigerian Bar in 2025 and has since demonstrated a strong commitment to the advancement and protection of human rights through regional and international legal mechanisms. She has gained practical exposure to regional human rights litigation through her participation in cases before the ECOWAS Community Court of Justice, where she has engaged with issues at the intersection of state responsibility, individual rights, and regional judicial oversight. This experience has strengthened her interest in the Court’s expanding human rights mandate and the role of supranational adjudication in West Africa.
Chukwunazaoku is a legal practitioner with a strong interest in public interest law, regulatory compliance, and access to justice. She was called to the Nigerian Bar in 2024. While being a full time lawyer, she continues to contribute full time to humanitarian causes close to her heart.
Oluboyo Taiwo Olamide, a first-class law graduate from the University of Benin, is a Governance, Risk, and Compliance Intern at Oando Energy Resources. He won the national round of the 64th Philip C. Jessup International Moot Court Competition, representing Nigeria internationally, and led his team to the 33rd Christof Heyns African Human Rights Moot in Rwanda. Recipient of the Dean’s Prize for Academic Excellence (2019/2020), he has competed in 18+ moot/mock trials, earning 14+ awards, including Best Memorial and multiple podium finishes in Jessup, Manfred Lachs, and Monroe E. Price Media moots. He was Chairman of the Law Students’ Bar Association (2024) and President of ILSA Uniben, organizing the maiden Nigeria National Round of the Stetson International Environmental Law Moot (2024)
Samuel Temitope Orimogunje is a leading young professional who has always been interested in African politics, human rights, international law, and maritime law. He has shown his scholarly works where he emerged as the best law student in Nigeria in April 2023 during the J.O. Fabunmi scholarship competition. As a student, he served as a research assistant to his lecturers while helping them carry out tedious tasks. He obtained his bachelor of law from the University of Benin.
Mercy Olaoluwa Olatayo is a First-Class Honours graduate of Law from the University of Ibadan and a Body of Senior Advocates of Nigeria (BOSAN) Scholar. He has a strong interest in international dispute resolution, energy, infrastructure, and regulatory law. He is currently a Research Volunteer with the Centre for Community and Oceanic Law, where he contributes to legal research and rights-focused initiatives. His practical legal experience includes internships with Templars and Streamsowers & Köhn, with exposure to dispute resolution, corporate and commercial law, and energy matters. He has also participated in major international moot court competitions, including the Philip C. Jessup Moot and the John H. Jackson WTO Moot, alongside leadership roles in student governance and judicial administration at the University of Ibadan.
Ajayi Osahon is the Media Manager for the Centre for Community and Oceanic Law . A Political Science graduate (Second Class) from the University of Benin (UNIBEN), certified Project and Content Manager with over three years of experience, he leads the center’s digital communications and content strategy turning complex oceanic and legal issues into powerful, accessible advocacy content.
